This study examines the rhetoric and agenda setting of judges in 47 state courts of last resort from 2005 to 2015. A content analysis of the end-of-the-year speeches delivered by the justices was performed to determine patterns and trends in rhetoric according to political party affiliation, region, proximity to the border, and method of appointment.
