Simultaneously, some ASEAN scholars suggest that ASEAN may need to improve the regional human-rights mechanism to resolve the crisis by practicing Responsibility to Protect (R2P). Nevertheless, the Myanmar crisis is being trapped in an anarchic political environment, different attitudes of ASEAN and Myanmar toward the crisis not only expanded the conflicts between non-interference and R2P, and resulted in the lack of a synergistic mechanism to cope with this crisis. 摘要

自2021年2月缅甸发生军事政变以来,“东盟方式”的不干涉原则在有效应对缅甸危机方面显示出制度局限性。与此同时,一些东盟学者建议,东盟可能需要完善区域人权机制,通过实践“保护责任”(R2P)来解决危机。然而,缅甸危机正处于无政府主义的政治环境中,东盟和缅甸对危机的不同态度不仅扩大了不干涉与R2P之间的冲突,而且导致缺乏应对危机的协同机制。为解决实际问题,满足缅甸人民对人道主义援助的需求,缓解缅甸危机在周边国家引发的连锁反应,本文采用国际关系建构主义和功能协同理论,分析区域内各国对不干涉和R2P的不同态度。并提出了建立一种超越不干涉限制的新的协同人道主义援助机制来处理缅甸危机的战略。
