A grounded theory approach has been used. The data was collected using semi-structured interviews, and MAXQDA-12 software was used for the analysis. The results showed that Mashhad urban management practices have faced 11 main obstacles during this pandemic. Current measures and future actions are presented by taking into account the identified obstacles and challenges.
