The National transport strategy of Ukraine for the period up to year 2030 highlights the need to expand the availability of transport services by implementing regional mobility projects based on the use of advanced technologies. Urban traffic includes various kinds of transport, which provides passenger and cargo transportation in cities, settlements and suburban areas. Urban transport is categorized to passenger, commercial and special-purpose vehicles. Passenger transport is a public transport, which includes street and off-street types. In this research, the focus is concentrated on a systemic image of the location and potential use of coastal marine passenger transport as a variant of off-street public transport types. On the basis of statistical data, the assessment of the main factors that characterize the needs for mass passenger transportation is given. It is shown that: according to the population density indicator Odessa takes the first place among the largest cities of Ukraine; with a relatively stable number of population there is an intensive increase in its mobility. As for the factor of the industry affiliation, the Odessa Commercial Sea Port has been the city-forming enterprise since its foundation up to the present time, and sea transport plays a decisive role in the life of the entire City. The general structure of the urban passenger transport in its composition of street and off-street types of public and private use at the present time is detailed. It is defined that the existing problems in the transport situation, as well as the fully open market of coastal maritime connections create conditions for the initiation and implementation of appropriate projects. 摘要

城市交通基础设施考虑了具体的地理位置、气候带、工业发展的具体情况、对集中地区的吸引力以及货运和客流的分布。乌克兰到2030年的国家运输战略强调需要通过实施基于使用先进技术的区域交通项目来扩大运输服务的可用性。城市交通包括在城市、居民点和郊区提供客货运输的各种交通工具。城市交通分为客运、商用车和专用车辆。客运是一种公共交通工具,包括街道和非街道类型。在这项研究中,重点集中在沿海海上客运的位置和潜在用途的系统图像,作为一种非街道公共交通类型的变体。在统计数据的基础上,对构成大规模客运需求特征的主要因素进行了评价。结果表明:根据人口密度指标,敖德萨在乌克兰最大的城市中排名第一;在人口数量相对稳定的情况下,其流动性急剧增加。在产业关联因素上,敖德萨商业海港自建港至今一直是城市形成型企业,海运在整个城市的生活中起着举足轻重的作用。详细介绍了目前城市客运的总体结构,包括街道客运和非街道公共客运和私人客运。明确了运输形势中存在的问题,以及沿海海上联运市场的充分开放,为启动和实施适当的项目创造了条件。这些项目的目标是:减少传统街道类型城市交通主要路线上的交通强度;确保旅客运输快捷舒适;通过吸收部分城市外的交通流量,限制和清洁汽油发动机的大气排放,以及维护和加强旅游成分来改善环境状况。关键词:城市交通,非街道交通,海上沿海交通,项目管理。
