摘要

新修订的《中华人民共和国水污染防治法》对中国的污染防治至关重要。本文首先从八个方面回顾了该法自2018年1月1日实施以来取得的成就。随后，从水环境管理体制机制、水污染执法监督、饮用水源保护与地下水污染防治、水污染防治四个方面分析了《水污染防治法》实施中存在的问题。据此，从管理体制、执法能力、水源保护、污染防治等方面提出了四项对策。从流域协调管理、河长制度完善、水质改善等方面着手，促进工业废水达标排放、市政管网污染物截流处理、城市活性污泥资源化利用、农村污水低碳经济处理和农村面源污染防治。
