Its reliability is determined by establishing the risk of policies failing to meet water demands. The impacts on the lake are evaluated by assessing the effect of policies for lake levels. Policies are based on (i) the lake's firm and safe water yields and (ii) dam turbine configurations at the lake's outlet.
