It found that not all residents were fully aware of the statutory duties of the local government. Markets and motor parks were the only urban services with an acceptable condition; all other urban services were adjudged poor. The local government scored low on statutory responsibilities; however, residents identified corruption, lack of autonomy, and other problems adversely affecting the performance of the local government.
