A CULTURA, O PATRIMÔNIO E UMA POSSÍVEL GENTRIFICAÇÃO DO BAIRRO FLORESTA, EM PORTO ALEGRE – RS CULTURE, HERITAGE AND A POSSIBLE GENTRIFICATION OF THE FOREST NEIGHBORHOOD,IN PORTO ALEGRE – RS

O presente artigo busca verificar como a cultura e seus agentes têm um papel fun­damental em uma possível gentrificação do bairro Floresta, no 4º Distrito, da cidade de Porto Alegre. Esse processo vem sendo promovido por iniciativas individuais e coletivas, tal como a criação de um distrito criativo, a atuação em rede de seus promotores e a formação de associações culturais. Por outro lado, existe um patrimônio material e imaterial no bairro e na região que oscila entre a preservação e a destruição pelos agentes públicos e privados. Nos últimos quatro anos, o 4º Distrito vem sendo pensado como área privilegiada para uma possível revitalização, em uma articulação entre as instituições públicas e os agentes privados atravessada por uma nova ideia de internacionalização da cidade de Porto Alegre. Essa estratégia global-local impulsa uma possível gentrificação na zona que poderia gerar um desenvolvimento desigual expulsando os moradores antigos e atraindo novos residentes para o território. Dentro dessa perspectiva, o trabalho busca aprofundar conceitos e discutir o que seria a cultura, patrimônio e gentrificação nesse contexto específico e relacioná-los com os dados empíricos sobre cultura e patrimônio gerados, a partir de pesquisa realizada ao longo de 2018, sobre o bairro Floresta.AbstractThis article seeks to verify how culture and its agents play a fundamental role in a possible gentrification of the Floresta neighborhood, in the 4th District, on the city of Porto Alegre. This process has been promoted by individual and collective initiatives, such as, for example, the creation of a creative district, the networking of its promoters and the formation of cultural associations. On the other hand, there is a material and immaterial heritage in the neighborhood and in the region that oscillates between preservation and destruction by public and private agents. In the last four years, the 4th District has been considered as a privileged area for a possible revitalization, in an articulation between public institutions and private agents crossed by a new idea of internationalization in the city of Porto Alegre. This global-local strategy drives possible gentrification in the area that could generate uneven development by expelling old residents and attracting new residents to the territory. Within this perspective, the assignment seeks to deepen concepts and discuss what culture, heritage and gentrification would be in this specific context and relate them to the empirical data onculture and heritage generated based on the research carried out throughout 2018 about the Floresta neighborhood.
