摘要

本文描述并分析了2009年至2018年第一季度中国新能源汽车(电池电动汽车、插电式混合动力汽车和燃料电池汽车)公共政策的轨迹,重点是中国中央政府采取的政策。目的是在需求拉动与技术推动的理论方法下,分析新能源汽车的近期政策路径。在此背景下,本文根据这两种广泛的方法对近年来我国新能源汽车的主要公共政策进行了分类,并根据其发展轨迹分析了联邦新能源汽车政策的方向。文章显示,近年来,中央政府采取的政策发生了巨大变化,从简单的买家激励(需求拉动政策)转变为一套更复杂的政策,其中不仅包括对买家的激励,还包括对汽车制造商研发投资的激励,以及技术密集化(需求拉动加技术推动政策)。
