This paper aims to qualify two main aspects: the definition of social rights and access to public goods and services in the Brazilian context and as an emerging territory category as a guiding element of social assistance policy. From this model, we draw or deal with discussions and objective questions to be used: how are they constituted as notions of access to social rights and territory in PNAS?
