In the context of the neoliberal turn, the WFGU approach reminds researchers and practitioners to begin with the disadvantaged groups’ perceptions of the neighborhood and priorities for changes. The WFGU and action research process involved four phases: observation, reflection, planning, and actions. The four-year action research project indicates the potential of promoting the participation of tenants of sub-divided units (SDUs), a type of sub-standard housing in Hong Kong. The SDU tenants used Photovoice in community assessment.
