To address this knowledge gap, herein, we introduced the mercury-related industrial sectors, solid waste management regulations, and policies, and analyzed the influence of the Convention’s definition and related technical guidelines on mercury waste management in China. The results revealed several pressing issues for China: inconsistency in the classification of mercury wastes between the Convention and the National Catalogue of Hazardous Wastes (NCHW), insufficient specificity in the declaration of mercury wastes, and lack of disposal capacity and practices on liquid mercury disposal. Accordingly, we analyzed the need to improve the mercury waste management system and proposed suggestions to enhance the capacity building for mercury waste management in an environmentally sound way. 摘要

中国现有的汞废物分类和处置管理标准与《关于汞的水俣公约》(以下简称《公约》)存在一定差异。为了解决这一知识缺口,本文介绍了汞相关的工业部门、固体废物管理法规和政策,并分析了公约定义和相关技术指南对中国汞废物管理的影响。调查结果揭示了中国面临的几个紧迫问题:《公约》和《国家危险废物目录》对汞废物的分类不一致,汞废物申报不够具体,缺乏液态汞处置能力和实践。因此,我们分析了改善汞废物管理系统的必要性,并提出了以无害环境的方式加强汞废物管理能力建设的建议。本研究有助于了解相关政府机构,完善现行固体废物监管体系,完善现有汞废物识别和处置标准体系,促进公约的实施。
