Buen gobierno y discrecionalidad en el Sistema General de Regalías: el caso del Departamento del Magdalena

In the General Royalties System one of the biggest problems has to do with the decisionmaking process when presenting proposals and distributing resources. One of the critical cases is located in the Science, Technology and Innovation Fund where low transparency and high discretion are evident at the decisive moment of the projects presented (postulated) in the department of Magdalena. This framework examines, through a mixed methodological design, the incidence of discretion in decisionmaking in light of the principle of good governance that inspires the sgr.
