Giant health bill slumbers.

The long-forgotten debate over national health insurance may flare once again, as Congress begins considering legislation that could establish such a program and argue many changes for home health agencies. Already before Congress is one of the most far-reaching pieces of health care legislation in years--the U.S. Health Program Act of 1986 (H.R. 5070), introduced by Rep. Edward R. Roybal (D-Calif.). It would, in a single sweep, eliminate Medicare, Medicaid, the Health Care Financing Administration, and bring all Americans under the health care umbrella of a new independent agency, the U.S. Health Administration.
