In 1992, Senanga District (Zambia) was involved in a Pilot Project for Financial Decentralization. In order to evaluate the experiences of the health staff, focus group discussions were organized. Although several constraints were faced during the implementation of the project, decentralization was regarded as a valuable and workable concept.
