Based on a legal analysis, three focus groups were formed to explore potential implementation strategies and best practice examples for meeting the statutory requirements of the BTHG. Subsequently, two rounds of written Delphi surveys were conducted to reach consensus on a counseling concept in line with the BTHG.After two Delphi rounds, structured feedback was statistically evaluated, resulting in 58 recommendations.
