The constructs included: common voice, leadership, scientific evidence, economic, multi-sectoral collaboration, advocacy, early warning systems, and supreme decision-making center. The main themes identified were shortcomings in: consensus, high-level political commitment, cooperation, System approach, research, planning, economic resources, and public participation.
