Despite the high motivation among ministry personnel and the potential of these platforms to enhance professional development, significant barriers such as internet connectivity, technological access, and insufficient support hinder their effective utilization. Through a mixed-methods approach, the study reveals a moderate positive correlation between support availability and perceived effectiveness, emphasizing the need for robust support systems and relevant content. Recommendations for addressing these challenges include infrastructure development, policy initiatives, and continuous evaluation to improve digital learning effectiveness.
