зосередже-The relevance of the tasks of the state authorities and local self-government bodies regarding the comprehensive approach to the protection of the civilian population in the conditions of the legal regime of martial law, which requires the application of a systematic approach to the organization of these measures, has been determined. An analysis of previous scientific studies was carried out and a conclusion was formulated that the available scientific researches are isolated in nature and do not form unified views on the selected issues. The hypothesis that the ongoing legal regime of martial law causes a complex impact on the security environment and defense capacity of our country, in particular, requires improvement of the system of social protection of the civilian population under these conditions. It was noted that the vast majority of scientific works were focused on the consideration of issues of distribution of management functions between state authorities, local self-government bodies, and civil society institutions regarding their exercise of powers in the field of public administration under the legal regime of martial law. It was determined that the direction of scientific research on the subject under consideration is the study of the practices of civil protection of the civilian population in the conditions of an military emergency of a nature with the use of a systemic approach
