Financial regulation of sustainable agricultural development in the sovereign economy of the Russian Federation

Введение. Статья посвящена развитию теории и совершенствованию методологии финансового регулирования устойчивого развития агропромышленного комплекса. Основное внимание уделяется использованию риск-ориентированного подхода с учетом тенденций современной финансовой системы, таких как ускоренная цифровая трансформация, использование технологии искусственного интеллекта в бизнеспроцессах, поддержка и развитие новых торговых отношений, а также развертывание последствий санкционного давления в российской суверенной экономике. Материалы и методы. Исследования показали, что в настоящие время происходит совершенствование системы финансового регулирования АПК в контексте достижения национальных и мировых трендов. Методология финансового регулирования АПК одновременно должна опираться на высокий уровень неопределенности, сетизации, гиперсвязанности и цифровой трансформации. Авторская позиция заключается в использовании риск-ориентированного подхода как базисной методологии устойчивого финансового развития в суверенной экономике РФ. Результаты исследования. В условиях внешнеэкономических шоков в сфере АПК возросли риски потери ликвидности, платежеспособности, риски технологической и логистической блокады, таким образом, рациональное использование ресурсов для сельскохозяйственных производителей приобретает особую актуальность. Постоянно растущий спрос на сельскохозяйственную продукцию свидетельствует о необходимости модернизации подходов к развитию агропромышленного комплекса с учетом внедрения технологических практик. На данный момент эффективной технологией является искусственный интеллект, который позволяет изменить сферу сельского хозяйства, обеспечивая устойчивое развитие растениеводства и животноводства, оптимально использовать финансовые и производственные ресурсы. Следует отметить, что для функционального механизма устойчивого финансового регулирования цифровизация финансовой сферы должна входить в число приоритетных задач национального развития суверенной экономики. Обсуждение и заключения. В направлении развития суверенной экономики авторами обоснована необходимость формирования единой цифровой финансовой экосреды агропромышленного комплекса, в т.ч. в рамках Евразийского экономического союза. Суверенная цифровая платформа бизнес-процессов АПК должна интегрировать 11 современные технологии и возможности, которые могут быть востребованы в направлении финансового регулирования государством, институтами развития, потребителями и поставщиками в сфере АПК. Данная методология позволит обеспечить положительный синергетический эффект в направлении устойчивого развития суверенной экономики Российской Федерации. Introduction. The article is devoted to the development of the theory and improvement of the methodology of financial regulation of sustainable development of the agro-industrial complex. The main focus is on the use of a risk-based approach, taking into account the trends of the modern financial system, such as accelerated digital transformation, the use of artificial intelligence technology in business processes, support and development of new trade relations, as well as the deployment of the consequences of sanctions pressure in the Russian sovereign economy. Materials and methods. Research has shown that the system of financial regulation of the agro-industrial complex is currently being improved in the context of achieving national and global trends. The methodology of financial regulation of the agro-industrial complex should simultaneously be based on both a high level of uncertainty, networking, hyperconnection and digital transformation. The author's position is to use a risk-based approach as a basic methodology for sustainable financial development in the sovereign economy of the Russian Federation. Results. In the context of foreign economic shocks in the agricultural sector, the risks of liquidity, solvency, risks of technological and logistical blockade have increased, thus the rational use of resources for agricultural producers is becoming particularly relevant. The constantly growing demand for agricultural products indicates the need to modernize approaches to the development of the agro-industrial complex, taking into account the introduction of technological practices. At the moment, an effective technology is artificial intelligence, which allows you to change the field of agriculture, ensuring the sustainable development of crop and livestock production, and optimally use financial and production resources. It should be noted that for a functional mechanism of sustainable financial regulation, digitalization of the financial sector should be among the priorities of the national development of the sovereign economy. Discussion and conclusion. In the direction of the development of the sovereign economy, the authors also substantiate the need to form a unified digital financial environment of the agro-industrial complex, including within the framework of the Eurasian Economic Union. The sovereign digital platform of agribusiness business processes should integrate modern technologies and capabilities that may be in demand in the direction of financial regulation among the state, development institutions, consumers and suppliers in the field of agriculture. This metrology will ensure a positive synergistic effect in the direction of sustainable development of the sovereign economy of the Russian Federation.
