For each change, describe the reason for the change, assessments prior to the change to inform decision-making and follow-up assessments to determine value.</p><!--/ Abstract__block -->\n<h3>Findings</h3>\n<p>In each instance, the assessment prior to the changes informed decisions that expedited the changes.
