Chinese scholars often overlook the significance of material culture in diplomacy, and cultural heritage experts focus more on preservation principles than international cooperation. This study emphasizes the role of heritage diplomacy in underwater archaeological development and protection. Chinas successful image as an advocate for cultural exchange and pioneer in underwater cultural heritage protection, exemplified through projects in Kenya, offers valuable insights for global governance.
