Their positions are characterised following a stakeholder analysis and in relation to the advocacy coalition framework. The study draws on evidence from statements and positions, policy documents, reports and other secondary source materials, as well as findings from interviews. After a brief conceptual introduction and a legal and policy review, an explanation of the analytical framework used follows, together with a structured analysis of stakeholders’ views regarding the content, implementation and impact of EU regulation and policy for prominence and discoverability of EU works and of services of general interest.
