This paper presents the development of primary control laws for the sub-scale model of NAL-HAPS. At the outset, top-level control design requirements are identified. Thereafter, longitudinal and lateral-directional control laws are systematically developed from classical feedback control techniques. Stability analysis and nonlinear simulation results are presented to demonstrate the efficacy of the control laws in meeting the design requirements. Development of Primary Control Laws for a Flexible Solar High Altitude Platform
