However, agricultural growth has become sluggish since the 1990s. The relatively low contribution of the secondary sector reveals an absence of a strong manufacturing base in the state. The high contribution of the tertiary sector indicates diversification and expansion of services. The time dimension for district-level analysis has been constricted by data availability. The inequality among the district is increasing, with a divergence of growth. Three development indices and a composite index reveal a significant disparity in development outcomes across districts between 2001 and 2013. The developmental gap between districts in the southern and northern parts of West Bengal has become prominent.
