It is substantiated that in the system of planning the development of land use, rationing is the starting element in the construction of the economic system of land use. This is because relations regarding the reproduction of ecosystems and the preservation of the quality of land use components do not fully fit within the framework of the economic interests of traditional land use. The ecological effect often lacks market expression, which complicates the implementation of economic instruments of land use. Therefore, the rationing principle is the basis for regulating economic relations in the sustainable land use system, including the assessment of the value, taxation, and financing of ecosystem services of land use. It is proposed to distinguish the following stages of formation and identification of ecosystem services of land use and their value assessment for humans in the land planning process: 1) ecological structures and processes; 2) ecosystem functions (the term intermediate ecosystem services is used in foreign tradition); 3) ecosystem services; 4) types of utility or benefits derived by people from ecosystem services; 5) the value of ecosystem services, which should be assessed as monetary or non-monetary indicators. The implementation of most components of ecosystem services of land use is carried out by land planning as a fundamental mechanism of territorial-spatial economics. Accordingly, the mission of land planning for the development of ecosystem services in Ukraine lies in its fundamental purpose to meet the land resource, food, spiritual, and other needs of the population. Its implementation involves changing priorities in the planning of land use development, assessing its value as capital and potential of land and other natural resources, taking into account the value of ecosystem services.
