Akuntabilitas Proses Sertifikasi Halal Berbasis Self Declare Pada Halal Center Universitas Trunojoyo Madura

Informasi artikel   ABSTRAK Kata kunci: Akuntabilitas, Sertifikasi halal, Self Declare     Self declare merupakan pernyataan produk halal dari pelaku usaha yang akan dibawa ke sidang fatwa untuk memperoleh penetapan halal yang akan menjadi landasan bagi BPJPH untuk mengeluarkan sertifikat halal. Tujuan penelitian ini untuk mengetahui bagaimana akuntabilitas proses sertifikasi halal pada skema self declare pada halal center Universitas Trunojoyo Madura. Penelitian yang digunakan adalah penelitian dengan pendekatan kualitatif serta jenis penelitian deskriptif. Hasil penelitian ini menunjukkan bahwa pada dimensi akuntabilitas hukum dan kejujuran, manajerial, akuntabilitas program, akuntabilitas kebijakan serta akuntabilitas finansial telah dikatakan memadai dan terpenuhi karena beberapa hal yaitu: pada pengelolaan sertifikasi self declare pada halal center UTM sudah terbilang cukup efektif dan efisien untuk memberikan informasi serta pembagian tugas yang jelas dalam pekerjaan serta kejujuran para pendamping maupun pelaku usaha yang didampingi, lalu dalam pengelolaan halal center UTM terdapat program sertifikasi halal gratis (Sehati) untuk kategori self declare yang menjadi program prioritas dalam halal center. Kemudian hasil dari tujuan kebijakan izin mendirikan halal center ini adalah membuat halal center menjadi lembaga pemeriksa halal yang amanah serta istiqomah dalam melayani masyarakat Indonesia sehingga memiliki dampak positif seperti meningkatkan perekoniman para pendamping serta pelaku usaha itu sendiri.       ABSTRACT Keywords: Accountability, Halal Certification, Self Declare     Self declare is a statement of halal products from the entrepreneurs who will be brought to a fatwa hearing to obtain a halal determination which will be the basis for BPJPH to issue a halal certificate. The purpose of this study was to determine how the accountability of the halal certification process in the self declare scheme at the halal center of Trunojoyo University Madura. The research used is research with a qualitative approach and descriptive research type. The results of this study indicate that the dimensions of legal accountability and honesty, managerial, program accountability, policy accountability and financial accountability have been said to be adequate and fulfilled because of several things, namely: in the management of self declare certification at the UTM halal center, it is quite effective and efficient to provide information and a clear division of tasks in the work and honesty of the assistants and business actors who are assisted, then in the management of the UTM halal center there is a free halal certification program (Sehati) for the self declare category which is a priority program in the halal center. Then the result of the policy objectives of the permit to establish this halal center is to make the halal center a halal inspection agency that is trustworthy and istiqomah in serving the Indonesian people so that it has a positive impact such as increasing the economy of the companions and entrepreneurs themselves.
