A purposive sample consisting of (50) managers was chosen. And an official in the Ministry of Industry and Minerals/General Company for Electronic Systems. Many statistical tools and methods were used, including: frequencies, percentages, arithmetic averages, standard deviations, correlation coefficient, and regression analysis. A number of main and subsidiary hypotheses were developed to address the research problem and answer.
