INCLUSIVE SOCIAL DEVELOPMENT IS A NEW TREND IN KAZAKHSTAN'S ECONOMIC POLICY

В статье рассмотрено инклюзивное социальное развитие регионов. Концепция инклюзивного развития набирает обороты как в академической, так и в прикладных сферах. Опираясь на критический анализ концепции и существующих индексов, в статье предлагаются индексы регионального инклюзивного развития, которые рассчитаны по регионам РК. Предлагаемый метод инклюзивного регионального социально-экономического развития связана с качеством и уровнем жизни населения. Результаты подтверждают идею о том, что на региональном уровне существует значительная корреляция и взаимозависимость между всеми аспектами концепции устойчивого развития - окружающей средой, экономикой и обществом - что инклюзивность не следует игнорировать или недооценивать при анализе процессов развития. Результаты исследования показывают значительные различия в позиционировании регионов с точки зрения рейтинга инклюзивного развития и с позициями в рейтингах качества жизни. В оценке инклюзивности социального развития акцент сделан на расчеты индекса бедности населения по рекомендациям ПРООН по четырем показателям. На основе этих показателей сделаны расчеты интегрального индекса бедности населения и группировка регионов Казахстана. Такой подход позволит внедрить адекватный инструментарий государственной поддержки различных территорий и обеспечения благополучия населения. The article considers the inclusive social development of the regions. The concept of inclusive development is gaining momentum in both academic and applied fields. Based on a critical analysis of the concept and existing indices, the article proposes indices of regional inclusive development, which are calculated by regions of the Republic of Kazakhstan. The proposed method of inclusive regional socio-economic development is related to the quality and standard of living of the population. The results confirm the idea that at the regional level there is a significant correlation and interdependence between all aspects of the concept of sustainable development - environment, economy and society - that inclusiveness should not be ignored or underestimated when analyzing development processes. The results of the study show significant differences in the positioning of regions in terms of the rating of inclusive development and with positions in the ratings of quality of life. In assessing the inclusiveness of social development, emphasis is placed on the calculations of the population poverty index according to the recommendations of the UNDP on four indicators. Based on these indicators, calculations of the integral poverty index of the population and grouping of regions of Kazakhstan are made. This approach will make it possible to introduce adequate tools for state support of various territories and ensuring the well-being of the population.
