Using digital democracy theory, bureaucracy must deal with new ways of providing public services. We found that street level bureaucracy (SLB) try to innovate by creating a social media based public services through Whatsapp, the so-called SI PATAS in order to make the services delivered faster and easier. However, we found that the society did not perceived this new technology based public service well as it cannot solved the issues. 摘要
本研究采用定性研究方法,讨论了通过 SI PATAS 创新项目在中爪哇省班尤马斯地区实施公共服务的情况。利用数字民主理论,官僚机构必须应对提供公共服务的新方式。我们发现,街道一级的官僚机构(SLB)试图通过 Whatsapp 创建基于社交媒体的公共服务(即所谓的 SI PATAS)来进行创新,以便更快、更方便地提供服务。然而,我们发现,社会对这种基于新技术的公共服务的感知并不好,因为它无法解决问题。这意味着 SLB 通过 SI PATAS 所做的试验并未满足社会对更方便快捷地获得公共服务的要求和需要。
Implementation of Public Services through SI PATAS Innovation Program in Banyumas Regency, Central Java Province
