本研究探讨了南加鲁特地区实施中央发展政策办公室（CDPOB）地区扩展政策的情况，重点是根据 2014 年关于地区政府的 Undang-Undang Nomor 23 Tahun 和自下而上的方法实施政策。本研究采用描述性定性方法，包括对省级利益相关者的访谈和文献研究，以分析该政策的成功之处。本研究采用理查德-马特兰（Richard Matland）的政策实施理论，该理论包括五个方面，即政策准确性、实施准确性、目标准确性、环境准确性。
