The problem of insecurity undermines the development of African countries where the phenomenon causes a situation of aggravating instability. It is therefore high time for the academic debate to appropriate it based on the principle that one of the missions of the university is also to participate in the well-being of communities. The secessionist movements in the Sudano-Sahelian strip took possession of weapons and ammunition abandoned in the Libyan desert to occupy an area of millions of km2 between North Africa and the entire Sahelian part of West Africa and then operated terrorist incursions into coastal countries, particularly in the Gulf of Guinea: Benin, Côte d’Ivoire and Togo.
