In the modern global economy, which faces various crises, resource constraints exert a substantial influence on various aspects of societal life. The analysis conducted underscores the necessity of classifying and thoroughly studying these constraints, as well as determining their relevance in the realm of higher education. The objective of this research is to uncover the impact of international resource constraints on educational organization, scientific research, infrastructure, and internationalization of higher education institutions. The research findings emphasize that these limitations lead to challenges in educational activities, diminished scientific achievements, restricted access to resources, and hindered international collaborations. In light of these results, accounting for and effectively utilizing the resources of higher education institutions, particularly human capital, become pivotal factors in mitigating the adverse effects of international resource constraints and facilitating dynamic development in higher education.
