To achieve the objectives, two main hypotheses were built. (H1-H2). The study dealt with the youth and sports sector represented by the Iraqi Ministry of Youth and Sports. The target community represented the directors and middle and senior leadership in the ministry with a total of (82) directors and a sample of (77) directors from various formations and levels of the ministry. Data were collected using several methods, including questionnaires, personal interviews, field experience, personal observation, reports, and official statements.
