The authors come to the following conclusions: the community of leaders in the region includes representatives of different age groups of society, combining the potential of energy and experience; leadership potential is concentrated mainly in local centers; the leadership community is mainly focused on realizing its potential in the region. The region’s leadership potential is concentrated in the system of public policy, but this potential is unevenly distributed: the maximum concentration of leadership potential is in the social sphere, the economy and business.
