In this paper, we offer a new resolution progressive coding method. The main point stresses how to exploit self-similarity across different scales of wavelet transform by sorting the coefficients. Wavelet transformed images inherently have correlation between subbands at different levels in a spatial decomposition hierarchy, and thus exploiting the correlation of the hierarchy helps to compress the amount of information of images.
