摘要

本文从二氧化硫和颗粒物排放、能源使用、污染控制的资源成本和政府收入等方面考察了波兰克拉科夫地区其他政策工具对当地空气污染某些方面的影响。主要由运输部门造成的氮氧化物污染未包括在本研究中。报告的结论是,虽然仅靠经济结构调整就可以至少在一段时间内改善空气质量,但严格执行命令和控制应能进一步改善空气质量;可以通过基于激励的工具实现明显的成本节约;对单一燃料(如煤炭)征税的范围不够广泛,不足以成为控制污染的有效政策工具。
