The main reason is that technical efficiency is not effective. 摘要

农业现代化是农业发展的根本方向,农业技术创新是加快农业现代化、加快农业科技发展的重要力量[1]。本文利用2007 - 2018年中国14个农业大省的农业科技创新相关数据,利用Almon多项式对三阶段DEA模型进行改进,对农业科技创新效率进行分析。研究表明:(1)排除滞后期和环境变量影响后,农业科技创新效率整体上有所提高;达到规模有效的省份由原来的21.4%增加到28.6%;(2)分析表明,中国14个农业大省的农业总体上科技投入效率具有规模效益和技术效益,但仍存在农业科技结构投入不合理等问题。主要原因是技术效率不高。最后,提出了中国农业大省农业科技资源配置调整优化方案;从加大农业科技创新投入三个方面入手;提高技术水平、加强成果转化、提高管理效率、完善管理机制,提出了针对性的建议。
