An adapted requirements engineering approach was chosen to elicit requirements for resilience guidelines within an EU Horizon 2020 multi-national project aimed at developing resilience guidelines for crisis management (DARWIN). The approach is based on requirements engineering practices from the area of systems engineering as the process of developing and evaluating guidelines has some commonalities to a system development process. This paper documents the process of elicitation of guideline requirements and lessons learned during this process, and provides examples of the requirements.
