Under this background, this paper researches this issue along the route of motivation mechanism model evaluation. Based on the research of internal development needs of railway logistics resources and motivation of external social needs, this paper analyzes the effect of dynamic factors generated by different resources on the logistics system, provides a direction for the optimization and integration of resources, establishes a multi-objective nonlinear programming model based on customer utility, and uses Lagrange multiplier form to explain the coupling relationship between corresponding services for customer needs and types of logistics resources. Combined with the relevant data of railway logistics in China Traffic Yearbook in 2000 to 2009 processed by DEA model, the coordination validity coefficient-Cs, development validity coefficient-Ds and comprehensiveness validity coefficient-Ss are used to represent the optimization effect of railway logistics resources in timing sequence. The research results show that China’s railway logistics resource system is at the stage of increasing returns to scale. 摘要

铁路物流资源优化配置是当前中国铁路行业面临的关键问题。在此背景下,本文沿着激励机制模型评价的思路对这一问题进行了研究。本文在研究铁路物流资源内部发展需求和外部社会需求动机的基础上,分析了不同资源产生的动态因素对物流系统的影响,为资源的优化与整合提供了方向,建立了基于顾客效用的多目标非线性规划模型。并利用拉格朗日乘数形式解释客户需求对应服务与物流资源类型之间的耦合关系。结合《中国交通年鉴》2000 ~ 2009年铁路物流相关数据,采用DEA模型处理后,采用协调效度系数- cs、发展效度系数- ds和综合效度系数- ss来表征铁路物流资源在时序上的优化效果。研究结果表明,中国铁路物流资源系统正处于规模收益递增阶段。需要采取措施加强资源整合,加大投资规模,以保证铁路物流系统的可持续发展。
