The Open Access bilateral transactions for short-term power market between the states or inter-state is handled by regional load despatch centre (RLDC) and follows Central Electricity Regulatory Commission (CERC) guidelines. According to CERC guidelines for inter-State Open Access bilateral transaction, the traders/licensees need to take concurrence from the state load dispatcher center (SLDC) which is an offline activity. The Open Access for short-term bilateral transaction within state or intra-State is handled by SLDC which is also an offline activity. Both these offline activities are time consuming and error prone and hence delay the overall process of open access bilateral transaction at both regional and state level. To make these activities online for each SLDC, a huge initial investment is required. In this paper, we present a cost-effective solution as Software as a Service (SaaS) on cloud environment for all SLDC(s).
