These are still topics concerned by the public in social. Firstly, this paper made a survey about needs analysis of learners in CSCL; Secondly, designed the incentive strategies integrated “the Mobile Telecommunication Technology and Application” course; Last, author carried out these strategies in the course website. The results showed that these strategies could improve the ability of cooperate.
