From the prospective of user experience, 5G has higher rate and greater bandwidth; as to the industry application, 5G has higher reliability and lower delay. Software defined network (SDN) is seen as one of the most prospect technology in 5G. On the basis of SDN, we propose the concept of software defined protocol (SDP) technology. SDP technology is to break down the processing function of protocol stack and modularize to a granularity of basic functional blocks, and the SDP controller configures the functional blocks to form specific protocol stacks for service provisioning, which makes the network more flexible. In this paper, a functional block allocation algorithm based on the queuing theory is formulated, which allocates the number of functional block as little as possible under the specified residence time to save network resource.
