ICT is an enabler for smart water management used to optimize, monitor and control. Many existing technologies need to conform with its business aspect. A business model can illustrate the utilities to create, deliver, and capture the value of a technology. The utilities need to design a business model for drinking water supply system that can resolve the problem of quantity, quality, continuity and connectivity on water distribution network in Indonesian Drinking Water Utilities (PDAM). PDAM business model should combine social and commercial aspect and there are not many studies related to them. There are four business model methods for designing business models such as Canvas Business Model, Lean Business Model, Non-Profit Business Model, and Zenn Business Model. The authors develop a new method to build a business model for confirming technology and business aspect, and also integrating commercial and social purposes by combining the four models. This research also found a new method to capture how public enterprise creates, delivers and captures the value of smart metering system on smart water management.
