Firstly, ELECTRE-I is used to obtain the outranked sets and the conditional probabilities of targets with respect to the threat degree. Next, the loss function matrix for misclassification is constructed through a transformation mechanism, which is introduced into the three-way decision model along with conditional probability. Furthermore, the objective threat classification and ranking are obtained according to the Bayesian minimum risk evaluation criterion.
