The whole processes should follow Radio Regulations was setted up by ITU When \"layer one\" as a government function is completed and satellite capacity is ready be delivered to the users, then private companies, or government enterprises that already be selected by the government deliver that capacity. The selection of the operators could be through an auction, or others of selection method. The function of private company or government enterprises delivery satellite capacity or satellite service to their customers its called \"layer two\". 摘要
