In this paper, we propose a novel approach to enhance knowledge management of e-government service systems that is capable of dealing with dynamic circumstances by providing knowledge to deal with the extensions or modifications that these circumstances require. We present a pattern-based framework that: 1) balances flexibility and reusability in collaborative management of complex human-supported and software-enabled e-government service systems; 2) enables knowledgeable response to dynamic circumstances by utilising design rationale knowledge. We demonstrate that such a synthesis of capabilities for collaboratively reacting to changing circumstances with knowledge to deal with them has a positive impact on the management of e-government service systems.","PeriodicalId":303039,"journal":{"name":"Int.
