摘要

本文利用部门间收入差异作为经济不确定性的新测度,提出了开放经济环境下经济不确定性与政府规模因果关系的简单模型和支持性经验证据。主要实证发现包括:(1)政府规模越大,经济不确定性越低;(2)不确定性越高的经济体政府规模越大。然而,(3)政府倾向于采取再分配政策来降低不确定性,而(4)政府直接支出也是实现这一目标的有效选择。研究还发现(5)当一个国家对国际贸易更加开放时,经济不确定性的横截面测量往往会上升。
