Providing seamless handoff between different wireless access networks plays a vital role. In this paper, we propose a new handoff mechanism based on the information from the physical layer, data link layer, network layer and application layer. The collected information is used in execution of three stages in the handoff process of NGWS. The neighboring BSs of the moving MN are determined. The TOPSIS method is used to select the best available network based on minimum handoff signaling delay and QoS parameters of four types of wireless applications. The handoff initiation time is estimated dynamically and handoff is executed.
