Based on the cloud model theory, an innovative optimal decision-making model is proposed. These methods were applied in a RCC dam under operation for nearly 20 years, the variation laws of deformation, stress and seepage under different reinforcement schemes were explored through numerical simulation, and the evaluation indexes were scored by experts.
